No, if only one program should match Kramnik this is Shredder because it is the
world champion.
If more programs can, then all the best should be selected.
However, reading the conditions they asked, which I think they are ridiculous, I
fully agree not to partecipate.
That's not chess.
Why they not specify which opening we should play, too?

It looks to me that Kramnik is very afraid of today's chess programs. So the
question is:

ARE TODAY PROGRAMS THE STRONGEST PLAYERS?
