Why do they need the ICCA's new title.
They can institute their own BGN World Matchplay Championship.

Open to all?
What would the format be?
How many games would determine the strongest to compete in the final round?.
How/why should Shredder get a bye into the final round?. When this is a newly
created title?.

How many games duration are proposed for this match?
As this is a new title and tournament why shouldn't autoplayers be used?.

Shredder has already tried to negotiate a match. To whit....no match.
Why would we conclude that it would now be possible when the current Candidates
have already reached terms?.

How is it fair when you give a program a bye into the final round? This would
seem more bias than fairness.
