The issue is not new we have broached this subject before, and still the
programs are in non compliance to the official rules. You will often get the
answer: 'I do it correctly because the ICC/FICS et al do it that way'. IMO
regrettable since that the Internet Chess Servers are still unwilling to comply
with OTB chess rules.
