This is a pointless argument.  In any USCF or FIDE event, and that is where
the rule book applies, the game _must_ be played on a real board, with real
pieces, a real clock, a real score sheet, a real operator, etc.

If a program says "I claim a draw by repetition after I play Rc8" or it
says "I play Rc8 and claim a draw by repetition" it works perfectly, because
the _operator_ has to handle the chess pieces.   The computer can't summon
the TD.
