I used SANKIT by Steven J. Edwards.  Also some programs made specially for me by
Victor of the Chess Assitant team.  The only problem with using SANKIT as is, is
that it does not like odd characters in the headers.  So (for instance)
Norwegian players get spit out.  If you run a filter that cleans up headers then
SANKIT will process megs and megs of PGN to create EPD.

You could also use Steven J. Edwards OCD toolkit.

EPD2DIAG will do it, but only one game at a time, so it's not really practical.
But it can be useful if you have one game that won't convert.
