1. Get Extract from here:
ftp://cap.connx.com/pub/chess-utils/extract/extract.exe

Run the following command on your PGN files:
extract -s -C -7 <infile.pgn> -o<outfile.pgn>
extract -dnul <outfile.pgn> -oclean.pgn
extract -eeco.pgn clean.pgn -ofinal.pgn
Then feed final.pgn to extract.
Some other things to try:
Using CDB, run the "create clean PGN file" command.
Finally, you might have to write your own program to clean the headers if you
have a lot of scandinavian games (which really make sankit barf).
