Only one piece is missing(a black bishop), so no pawns were captured.
Yet 16 pawns were converted.
Invariably it takes at least one piece capture to allow a pair of
pawns to pass each other if no pawns are to be sacrificed.
So I would conclude that this is an impossible position to reach from
the standard starting position.
