Ah. So program gets $0 for losing, $200,000 for drawing, and $400,000 for
winning?

My mistake then. There's no guaranteed $200,000.

So Ossi wasn't throwing away a free $200,000?

So the anger at the 3 months program inspection was real, and they must have
thought they had a real chance to win?
