Not very >likely? These are very good questions, which are virtually impossible to answer. IIRC Enrique wrote that Keene reached the conslusion that Shredder might not be the strongest competitor. How and why is unclear. Whether this was propagated by a 3rd party or a result of fruitless negotiations that is unknown. At least unknown to me. It would seem strange if Millennium didn't exploit the opportunity despite appalling playing conditions. Worst case scenario is a lot of publicity and a lot of excuses for losing. Was the qualifier in any real risk of being cancelled? I don't think so. All complaints and suggestions was repelled or answered by silence.
