He can do both (read & write) on channels 1 thru 50. If this is too "severe" a limitation, he can get a 7 day account. Also, I believe ICC is offering 30-day accounts for non-registered participants in CCT3. He can also get 30-days if he is a USCF member. As for observing games, he can observe non-gm games just fine.
