Gian-Carlo has answered correctly.
You can download POSE for free at www.palm.com, but it will simply not work,
because you are missing an important part: the ROM image of an actual Palm.
This is a stupid marketing move, but the ROM image is copyrigthed so it is
illegal for you to have a copy of it if you do not own a Palm yourself...
Well... If a friend of yours has a Palm you can maybe ask him to provide a copy
of the ROM. But don't keep it for too long, and do not give it away. Try the
emulator and then please buy yourself a Palm.
