Because depending on YOUR processor, there is a speed at which your Palm will
hang or behave erratically.
Mine can run at 26MHz fine (since 1.5 year), but it can't run at higher speeds.
Other owners of the same model (PalmIIIx) have reported they could run it at
28MHz. They are more lucky than me...
