I agree. I think Frank said this because he felt attacked
when Will was inquiring about his programming knowledge,
and hence wanted to exaggerate his programs history. This
is a very human thing to do.

I think it is pretty safe to say that the program had not been in
development for 1.5 years when the programmer first started to inquire
about very basic chess programming information.
