I think it is a very bad idea to do it this way. This will lead to
witch hunts.  Anyone can challenge another person's identity... it
could be a real mess.

Either the policy should be enforced when a member is issued an
account or there should be no policy.

Why not make it a "request" rather than a "requirement"?  This avoids
the issue of enforcement.  Simply state on the account sign-up page that
we (the CCC group) would like for this to be an open site without the
need for anonymous identities or handles.
