Not at all. Look at the evaluation code.  It first determines which pawns are
free to advance.  For black on the kingside, the answer is zero.  It then
knows that there can be no candidates over there if black can't advance a pawn
without losing it outright.

That was the point of the position I gave first.  It _knows_ that the black
pawns are mobile and can force a passer.
