This turned out to be the hardest part of CDB to implement,
primarily because Windows stinks relative to Unix in its
interprocess signalling capabilities.  Communicating
between processes isn't hard if you can modify the source
for each of them, but when you want to drive an unmodified
program from another, with the ability to send signals,
it's a real bitch.
