I think the point is simply with 9 seconds left it's easy to miss any/many
moves. I saw a game at ICC where a GM was mated to a simple mate in 1 threat
with over a minute left. He quickly logged out.
The fact is that players even GM's make mistakes, moreso in time pressure. In
this case with 9 seconds left the mate is way too far away and probably too deep
to see.
