My understanding is that Windows NT has not proven cost-effective above 4 cpu's and for this reason, such hardware is rarely bought. Unix, etc., has never exhibited this problem, at least not to the extreme as has NT. It's possible that MS has done something for this with Win 2000, but I doubt much. These machines are coming into reach, though. Right now a Dell 8450 (8 x 700 mhz) can be had for around $30k, though that might be considered "barebones".
