Good question.  The problem is that all ratings change up or down.  Certainly
the rating is strongly correlated to the games played.  Both humans and computer
ratings change (get corrected based on results), if you look at TWIC you will
see lots of + or - 200 point performances by FM's, IM's and GM's, you will see
the same for the computer GM's (even + or - 400 on occassion for humans and
computers).  GM Kramnik won the world championship and was/is rated lower than
GM Kasparov, so match preparation is very important for match play.  GM Fisher
had a bad rating against GM Bent Larsen if I remember correctly.  Ratings by
nature change since the players get stronger or weaker over time.

The USCF has/had a program that you could get to establish a provisional rating,
they may have some statistics on your question, my guess is that it is as good
an aproximation as any provisional rating is, but will change a lot at first
before it becomes more stable with more games played.
