My opinion is very simple, but many will disagree (that's, ok, I can live with
that).  :)

Have an organization provide Human vs Computer tournaments to rate programs
using the same criteria as FIDE.  Give it a separate name so that human GM's are
separated.  Make money at it and provide money for the GM's.  Separate titles,
same criteria.

For me as a consumer, the title is not important, the performance is.  For me as
a programmer, same thing.  :)
