You must have misunderstood me or something.

I said exactly what you are saying now, namely that they have to get
a certain performance (2500+2norms) ONCE in their lifetime, and can
go on hanging their queen in every game thereafter.

Therefore, using a list of -2500 GM's in support of an argument that
2500 ELO is enough to be a GM is still flawed, because their title
is irrespective of their current strength.
