Might be, what are your sources? Mine is from "Chess Informant 20" dated 1976, covering the second half of 1975. Chess Informant was used by FIDE as a channel for general information to chess players over the world. On page 285pp we have the section "F.I.D.E. INFORMATION" about the meeting. At page 287 the new approved set of regulations is described.
