I don't think that last suggestion will work.  A couple of years ago, Crafty
was entered into the Pan American event.  I don't recall whether it won all
games or won all except for one draw, but the field was week enough that
even with that good result, its TPR was not even 2400.

A couple of universities had a single GM on the team, but the majority were
much weaker.

The other problem is that 99.9% of all USCF events are (NC) flagged, meaning
No Computers.  Whatever is done is going to have to be done outside USCF/FIDE
it would seem.
