Subject: protover 3 in the works

I'm starting to work on version 3 of the xboard/WinBoard engine protocol. I hope
to have a draft document out in a month or so, but since some folks are already
interested in implementing some of the proposed new features, I've decided to
post an advance notice of what's coming.  It may take quite a while before all
the features are implemented in xboard/WinBoard, but it seems better to get the
spec out ahead of time so that engine authors and other GUI authors can use it.
