I think the difference is small and is clearly less than 50 elo for humans and
for computers.

Humans have 95 minutes/40 movrd instead of 120 minutes/40 moves(75 minutes+30
seconds per move gives 95 minutes in he first 40 moves).

Some humans do not know how to use their time correctly.
The new time control can help them because they get 30 seconds for every move
and cannot get into a serious time trouble when they need to play 5 moves in
less than a minute(I know that there are even GM's who get into this time
trouble).
