This may be a flawed system.  The thinking is "I get 3 for a win, 1 for a draw,
I will go for the win if at all practical."  But it might end up "I get 1 for
a draw, my opponent gets 3 for a win, so I will try for the draw rather than
take a chance on giving him 3."

IE it might actually increase the number of draws, not decrease it.
