Make a few static tables that reward centralization and pawn advances.  This
will take about an hour to do, and it will play dramatically better than a
program with no evaluation, and you can get it on ICC or FICS and start having
fun now.  The program will have problems with weak squares, doubled pawns, and
king safety, but you can add that stuff later.
