Do a brute force alpha-beta pvs search out to 4 plies. Do a null move alpha-beta pvs search out to 13 plies. Call the null move search "an extension" to the "real" search. Voilla. A 4-ply search that plays pretty darn well. But I think that 'hoax' is the most likely. People don't use the same idea for ply. Look at a Deep Blue ply verses a Crafty ply verses a Junior ply and they all mean very different things. There is no standard meaning for this term (unfortunately).
