i should have been more clear. "much better" is a bit too much, to me the
position just looks like one where black is under pressure and has no
perspectives - except if black is the chess tiger :-)

23. Rc1 is surely a mistake, because it wastes time - he must have overlooked
Qxc5!. so after Qxc5 he definitely is on the receiving end. of course after Qxa7
he is looking in bad shape. i think a good improvement for white would be 19.
Bb2. the chessbase webpage gives the line 19. ...Bxb2?! 20 Rxb2 Rab8 21. Rfb1
Rxb2 22. Rxb2 Rd8 etc which is again just a nice position for white because of
the weak pawn on c6. i don't know who is producing these lines, as black i would
probably go for 19...e5, which avoids ending up with a bad bishop, but limits
the scope of the Bg7. again, i think white has a nice position. very far away
from winning, but just the kind of position where you can play on and on and on
and on...
