Depends on who's playing, I think. Some sweeping generalizations: For GM's it's probably the other way around. In other words, they'll gladly drop a pawn for improved development much of the time. For computer programs, chess is 100% tactics [with a bit of knowledge about good/bad pawn formations good/bad bishop etc. thrown in]. You can play well if you are a great strategist. That's what GM's do. You can play well if you are a great tactician. That's what programs do. You can play well if you have a good combination of the above.
