I use Delphi extensively to create apps and have found it superb.  The
compiler back end is the same as C++ Builder.  I am not sure that system
down time is that compiler specific; all reports seem to indicate that
both Delphi and C++ Builder are top notch general compiler.  I have also
heard that Delphi/Builder is generally better than Visual C++ on integer
manipulation, which could mean that it is better for Chess.

I have used Delphi to create a freeware Othello program
(http://home.clara.net/maughan).  The beauty of Delphi/C++ Builder is
that I was able to create the Othello engine as a component, that can be
used in about boxes etc.  The actual interface took about eight hours of
coding.

The downside of Delphi/C++ Builder is that they are both Intel specific.
 If you want to develop for other processors eg Windows CE or Alpha,
they are not the way to go.  In particular for Windows CE, I have not
heard of any plans by Borland to develop for CE.
