Ansi C is still more portable than C++. IMO there is no 'most effective language'. It all depends on what your goal is. If it's OO design, C++ might be more effective than C( but other languages are even more OO). But not neccessarily, since design and implementation are two separate things. Btw, C seems a good match for chess programming for no better reason than Occams razor.
