programmers can, by own initiative, upgrade to a later version,
if they want.

some programmers do not want.
never change a running system, or a succesful system.

of course you could update any program , the question is: does it make sense.

IS the new version stronger.
as long as the programmers do not say: there is a need for you to do this,
i will not do so.
why should i oversee the advice of a programmer.

so if anybody e.g. bob believes that crafty 18.10 is really better
than 18.07, he could tell me and i would update.
same counts for shredder, comet etc.
