I think English as a programming language would be even worse than Cobol as a programming language. Trying to specify any non-trivial program in English is a nightmare. This is true even when trying to explain how a program works to another programmer. If the program is reasonably well written and the other programmer is fairly experienced in the language used, the best thing is just to show them the source code. Much easier than trying to explain it in English. (Mind you, the occasional English language comment embedded in the code can help understanding a lot, but only if the comments are correct.)
