I do not see something illogical with it.
People can play comp-comp games at home between the commercial programs and do
not need ICC for it.

They need ICC mainly for games when humans are involved so if somebody wants to
increase the number of games against humans by avoid playing against computers
then I see no problem with it.

I know that the rating formula is wrong so I do not care about the program that
is in the top of ICC.

It is simply not important.
