I do not think that Fritz is inferior in positional understanding relative to other top programs. For every program there are positions when it is foolish. For every 2 top programs there are positions when one is better than the other one and positions when the opposite is truth. If you look at the second half of the match between Fritz and Junior for the right to play against kramnik you can find positions when Fritz showed superior positional understanding relative to Junior.
