If you mean like ChessBase 7 or 8, Chessbase Light, or Chess Assistant 6; these
are database programs.
Database programs are use to collect and sort data and make queries.
You can use it to keep up with your own games or other game collection, for
reference, chess repertoire, all relevant statistics, tactical situations,
opening etc.

A freeware ChessBase light is available at the download section
http://www.chessbase.com; you can try it out yourself if you want.
