No
It means that the team of kastner and his programs is playing Junior7

Kastner's programs can include every chess program including Junior7.
It is kastner's decision which programs to use for games.

In the previous tournament the advanced players did not win the tournament.
In this time it seems that the advanced players learned to use programs better
so it seems that they are going to win the tournament.
