There was not a team of independent people who voted for moves. People discussed about moves and the decision of most of the voters about the move was based on advices that they got from humans and computers. Getting more data means that you can get better decisions. There were also some good players who gave their opinions based on the data that they got and I believe that most people who do not know much about chess simply knew to trust the right people when they voted for the move.
