Complicated don't you think? There are two issues to consider:
a) If the program really doesn't have a clue as to how to proceed, then
is it really better to force it to make a potentially self-destructive
move as opposed to waiting moves?
b) Some positions (notably endgames) actually require waiting moves as
they are the best moves. If the program isn't allowed this then it WILL
self destruct in the position. I play on Chess.Net under "SubtleOne" and
for lack of opponents, often end up playing a Crafty clone called
"Drunken". Drunken's operator has set it at a high contempt factor so
when the position is completely equal and repeating moves is
appropriate, it will suddenly play an alternate and usually much worse
move, and susequently lose the game.
On a side note, I think that Hiarcs is even better than Rebel in
avoiding useless waiting moves, but this is basically due to chess
understanding.
