I would say it's very true, since mistakes decide most games. The ability to spot the tactical shots is tatamount and will give you many victories, even in games you are loosing. One FM in my club is a tactics only player. He doesn't know the most elementary things about endgames, I'm not kidding. His gameplan is getting a IQP game as white and playing french or kings indian as black, and hopefully amassing a huge enough advantage not to reach a technical endgame. Strangely enough it works on quite strong opponents also. OTOH, a friend who recently became an IM is relatively weak on tactics, but he has a full opening repertoire and somehow mostly keep the games going according to plan, doesn't work at home though (he had to stop playing at the club to keep his ratings up).
