I don't think that your computer settings are the problem.  In fact, I'm not
aware of any settings that would affect the speed of importing games to a book
(except, of course, the number of plies you import), and I import games to
Chessbase books all the time.  It's a moderately slow process.

How about splitting the 1.5 million games into smaller files that can be
imported in a reasonable time per file?  For example, all games played within
certain years, or all games starting with ECO code "A", "B", etc.  That way you
can build the book over a period of days, one file at a time.
