The problems you describe intrigued me (as I don't suffer from them), so I
decided to do the test on my machine, a Thunderbird 1 GHz + 256 Mb ram + Win98
SE (with all the patches installed). Here is exactly what I recorded:

Programs open prior: IE 5.5 (no ICQ)

10:55 am - Open CA6. Only one window in CA is open. Several base icons, but only
one actual window open. GDI resources available: 59%

Open ICC (with a style using a large bitmap in the background): GDI 55%
Open 1st board to observe Biel game: GDI 47% (the first is always a drop, but
subsequent ones use much less)
Open Board 2: GDI 45%
Open Board 3: GDI 44%

Now I wait a little to see if anything changes.

11:12 am - IE (games in Biel were frozen so did a bit of surfing) + CA and 3
boards: 44% still.

11:22 am - still 44%. Now I decide to open the big GDI killer: ICQ 2000. Sure
enough, I open it and instantly the GDI drops from 44% to 31%. I close the extra
pop-up and it goes back to 33%.

11:57 am - Been chatting (when I chat the GDI alternates from 33% to 31% and
back as I open and close the message window). Otherwise no change.

I close ICC now and GDI goes to 44% only. I close ICQ and resources go back to
53%. 6% are missing. I close CA and reopen it and the 59% from the beginning are
back. Windows 98 finally freed up the resources.

Note that when playing on ICC, depending on how your ICC options are set up, it
may not close the board of the previous game, and each window open uses up
resources obviously. Because of the ease of working with several bases and
windows within CA (allowing all those drag and drop options between them), it is
very easy to end up with a lot of windows open, all of which eat up resources.
Remember that you can drag and drop games from a game list to a base without
that base being open. As long as the base appears listed in the sidebar (yellow
folder icon) it will be fine. Each open list and/or game is a separate window
though.
