I say that he plays as strong at game in 25, as a 2500 USCF player at 40/2. note that 2500 is USCF and not Fide rating and I understood in the past that it is something like 2450 Fide rating(the difference is 100 elo for low rating but when the rating is higher the difference is smaller).
