You can claim a draw if 50 moves have been made without progress and it is your turn to move. If your next move ( your 51st ) is a mate I would prefer to execute that move to making a draw request :-) As a mate ends the game your opponent cannot claim a draw by the 50 moves rule *after* your mating move.
