Regarding engines from Africa, I have written a chess engine (Blikskottel). At
minimum, it has an Afrikaans name :) However, I recently moved to the UK from
South Africa (which disqualifies me I guess), but I am in touch with a handful
of other South Africans who have plans to write chess engines of there own.
Other than that, I haven't heard of anything.

I would not expect the highest of performance standards for the next year or
two, as everyone I know is really beginning... but we'll get there in the end.
