In Australia there are a few players with negative ratings. There is a large number of players rated under 500. Most of them are very weak. Some of them are actually 1200 strength or better. Once you get a negative rating, you have to win a huge number of games to get to 1000 (especially with the ridiculous K=15 that Australia had until recently). I once beat a kid with a 600 rating. It was a very tough game. A few weeks later he beat an IM at a simul. 4 years later he was an IM. I think logically someone who makes almost random legal moves deserves to be about 500. Perhaps we could let them capture a queen three times out of four if it is enprise. Any rating lower than 500 is strictly due to problems in the rating system.
