The Japanese have their own traditional games which are far more popular over there than chess is. For these games material definitely exists, and as there is AI research in them, material about programming them must also exist. Since chess is not very popular in Japan, I would presume there is very little of interest published in Japanese about the game, or about chess programming specifically. Look at the Elo list and count the number of native Japanese IMs and GMs. Can you find any? There are a few yearly competitions for go and shogi programs in Japan, but none for computer chess. They have a fair number of participants from Japan, as well as from the rest of the world. Strong chess players exist now in China too and the game can be said to be flourishing there, as you probably well know. However, I don't know of anything significant that is done in chess programming.
