I wouldn't call them idots, but yes, any unexperienced program can enter. Not
because there are 14 entries, but because there's enough room for all.

Paricipating in a tournement can be a big motivation boost, specially for
beginning programmers, so I think this was a good decission of the organizing
comittee.
