Your problem can not be caused by the processor, there are only two things I
could think of.

1. an interrupt conflict with your video card;
2. driver support under Win98.

I find reason 2 quite unlikely, because there's not that much difference between
Win95 and 95. You could see in the documentation from Novag if the dirver you
use needs updating and/or supports Win98

However todays PC's use a lot of peripherals which need there specific IRQ
address. It could be that both are mixing up. If you have the time I would swap
cards and install the old one temporarily.If your problem persists, you know the
culprit.

It strikes me that you state that the board sends the moves to the PC but
doesn't update the board situation on screen. Could it be that the videocard
doesn't redraw the screen properly?
Did you use the most recent video drivers or the ones that came with the board?
I guess to check for newer drivers.

You could also look if another video card configuration (no automatic settings,
but by hand, control panel > system > devices and change them to another config)
could point to a solution.

Good luck anyhow.

Don't forget to install/reinstall as clean as possible. Win98 is not the most
neat one in discarding old and obsolete drivers.
